Identify and screen individuals who are risk of SUD/OUD and provide or make referrals to prevention, harm reduction, early intervention services, referral to treatment and other supportive services to minimize the potential for the development of SUD/OUD.

Provide education twice per year each year during the three-year project on their harm reduction programs to EUP-ORC.
